Since there is no clock, this is a logic puzzle to be reasoned out, not raced. Start from the fixed points — the source and the drain — and the edge and corner pieces, because tiles against a wall have far fewer sensible orientations and often only one. Lock those certainties in first and the middle of the grid solves itself around them.
Trace the path as a single connected line from source to drain rather than rotating tiles at random. A piece that must carry the flow has its direction forced by its neighbours, so work along the chain, each connected pipe constraining the next. If you get stuck, look for a tile you rotated on a guess and back it out; in a sound layout every piece has a determined orientation once its neighbours are set.
