Lay 49 tiles onto a 7×7 board so that grass meets grass, water meets water and sand meets sand. Every matching edge scores, and a tile that fits its neighbours on every side scores a bonus. The board always fills — the question is how neatly.

The first tile goes in the centre, and after that every tile must touch one already on the board. Matching edges score 1 each; if a tile touches two or more neighbours and every one of those edges matches, you get 3 more. A tile in the Next box lets you plan one move ahead.
The board always fills, so you can never lose — which means every decision is about margin, not survival. The number shown on each cell is only what you score this turn, and playing purely by that number is the fastest way to a mediocre board. A 2 that leaves a tidy grass run open often beats a 3 that walls you in.
Edges you create are more valuable than edges you match. Placing a tile on the frontier exposes new edges to the empty side, and those become the surface future tiles have to meet. A long, uniform frontier — a whole flank of grass, say — is easy to feed; a jagged one alternating water and sand will reject most of what you draw.
The perfect-fit bonus needs two or more neighbours, so it only ever pays inside pockets and along the inner edge of your shape, never out on a lone tip. When you see a cell with three or four neighbours already around it, treat it as a slot worth saving for a tile that actually fits, rather than dumping a mismatch there because it was convenient.
Use the Next preview as a two-move plan, not a preview. If the next tile is mostly water and you have one water frontier, spend the current tile widening that frontier instead of scoring one extra point elsewhere. Late in the board your remaining cells are forced, so the quality of your ending is decided around move thirty, not at the end.
